Stock Turbos, Manifold, and J-Spec Upgrade
The original equipment turbos and manifolds are extremely prone to cracking due to the incredible heat generated by the engine. We have continued looking for a "rebuild" place that could maintain a consistent supply of buildable core turbos, but we have never found one. Assuming your turbo is not a usable core, and the manifold is cracked enough to not be usable, about your only choice is buy a new one which is not inexpensive. The '99 J-Spec Turbo is a nice upgrade from stock for the 93-95 Twins, and the price is significantly lower than the US version.

93-95 Turbo Charge Control Valve
This controls the amount of airflow going between the two turbos. If this breaks, the wastegate won't open and the air flows back into the filter. This causes the turbos to try and pressurize the atmosphere.
